L’Asie du Sud-Est a plutôt bien résisté à la crise économique et financière internationale. La croissance est répartie à un rythme élevé. Des signes de crise à d’autres niveaux font néanmoins leur apparition ou exacerbent d’anciennes tensions. Les problèmes de gouvernance, de gestion des ressources naturelles, la faiblesse des systèmes éducatifs et des marchés intérieurs, l’absence de réformes et l’instabilité politique de certains pays pourraient compromettre à terme le développement de la région. L’Asie du Sud-Est hésite encore sur la voie à prendre, au risque de faire jouer les réflexes nationalistes et les tentatives de repli sur soi.

Établissant une rétrospective des principaux événements de l’année 2010, ce livre aide à mieux comprendre les grands enjeux de l’année 2010 dans une région de près de 600 millions d’habitants qui, plus que jamais, joue un rôle d’interface entre les grands pôles asiatiques. Grâce au travail de terrain tout au long de l’année d’une vingtaine de chercheurs et d’experts européens et asiatiques, Asie du Sud-Est 2011 offre un décryptage contemporain d’une actualité asiatique complexe, dense et dynamique.

L’ouvrage propose également de nombreux outils pratiques sur l’Asie du Sud-Est : une chronologie détaillée de l’année, les adresses des différents centres de recherche francophones et internationaux, une liste des formations et des centres de documentation relatifs à l’Asie du Sud-est, une bibliographie des principaux ouvrages publiés au cours de l’année, ainsi qu’un référencement des meilleurs sites Internet institutionnels et communautaires sur la région.

Recrutement d’un(e) post-doctorant(e) en CDD de 12 mois renouvelables

L’INED recrute un(e) jeune chercheur(se) titulaire d’un doctorat d’une université française ou étrangère pour un stage post-doctoral dans le domaine de l’étude des populations. La personne recrutée bénéficiera d’une allocation du Ministère de l’Enseignement Supérieur et de la Recherche d’une durée d’un an, renouvelable une fois. Le montant net de l’allocation est d’environ 1800 Euros mensuels.

Cette personne travaillera sous la responsabilité d’un tuteur et sera rattachée à une des unités de recherche de l’INED, dont la liste figure sur le site internet de l’institution à l’adresse suivante :
La personne recrutée disposera du temps et des ressources nécessaires pour mener à bien le projet de recherche pour lequel il/elle aura été recrutée et pour valoriser ses travaux. Il/elle bénéficiera d’un environnement favorable pour nouer des coopérations de recherche, nationales et internationales.

Les candidats doivent avoir obtenu leur doctorat, depuis moins de cinq ans, dans l’une des disciplines intéressées par l’étude des populations (démographie, économie, sociologie, histoire, anthropologie, épidémiologie, etc.).

Découverte d'une nouvelle forme de vie

Jusqu’ici la science pensait connaître les parfaits ingrédients pour le développement de la vie : carbone, eau, azote, phosphore et soufre. Pourtant, la découverte présentée comme majeure par la Nasa ce soir démontre que la vie peut aussi se développer à partir d’arsenic.
Les chercheurs ont déniché au fond d’un lac californien une bactérie capable de survivre à ce poison, mais aussi... d’en vivre. Une trouvaille qui bouscule les connaissances autour de la vie sur Terre et au-delà.


Cette découverte est, semble-t-il, née d’une bête discussion entre trois scientifiques il y a quelques années. Ils s’étaient demandés si, tout compte fait, il ne pourrait pas exister sur Terre des formes de vie différentes, nées de lois biologiques inédites.
Et de l’expérimenter dans un milieu dénué de phosphore (que l’on pensait indispensable à la vie) mais bourré d’arsenic (réputé poison violent). On notera, en convoquant au passage ses vieux souvenirs de collège, que phosphore et arsenic sont très proches dans le tableau périodique des éléments.
Bref, pour vérifier l’hypothèse, ces chercheurs sont allés prélever des sédiments tout au fond du lac Mono, en Californie. Un lac où on se gardera de plonger, à cause de sa teneur en sel et arsenic. Les sédiments ont été mis en bouteille, et miracle : une bactérie ! "Une bactérie connue, précise le Professeur Anbar, l’un des trois découvreurs. Ce n’est pas un truc super nouveau". Mais alors ? Et bien, ça change tout.
Ces travaux, financés par la Nasa et publiés sur le site Science Express, ouvrent même d’insondables perspectives, pour les chercheurs... et les adeptes de science-fiction. Car non seulement cette banale bactérie a survécu au poison, mais elle s’en est "nourrie", c’est-à-dire qu’elle l’a incorporé dans son ADN, pour en faire un des facteurs de son propre développement.
Mais, ce qu’on en déduit surtout, c’est que la recette de la vie n’est plus tout à fait celle que l’on croyait.

When cooking up the stuff of life, you can’t just substitute margarine for butter. Or so scientists thought.
But now researchers have coaxed a microbe to build itself with arsenic in the place of phosphorus, an unprecedented substitution of one of the six essential ingredients of life. The bacterium appears to have incorporated a form of arsenic into its cellular machinery, and even its DNA, scientists report online December 2 in Science.
Arsenic is toxic and is thought to be too chemically unstable to do the work of phosphorus, which includes tasks such as holding DNA in a tidy double helix, activating proteins and getting passed around to provide energy in cells. If the new results are validated, they have huge implications for basic biochemistry and the origin and evolution of life, both on Earth and elsewhere in the universe.
“This is an amazing result, a striking, very important and astonishing result — if true,” says molecular chemist Alan Schwartz of Radboud University Nijmegen in the Netherlands. “I’m even more skeptical than usual, because of the implications. But it is fascinating work. It is original and it is possibly very important.”
The experiments began with sediment from eastern California’s Mono Lake, which teems with shrimp, flies and algae that can survive the lake’s strange chemistry. Mono Lake formed in a closed basin — any water that leaves does so by evaporation — making the lake almost three times as salty as the ocean. It is highly alkaline and rich in carbonates, phosphorus, arsenic and sulfur.

This first Summer Programme in Asian Studies aims to shed light on the various definitions, interests, and practices associated with the question of cultural heritage in Asia and Europe
The programme aims at Master’s and doctoral students incorporating heritage issues in their work.
Research specialists from various academic backgrounds (social anthropology, history, archaeology, conservation studies including cultural resource management) will combine their expertise to provide participants with an intensive - yet interactive - experience. The theme of cultural heritage touches upon a wide array of knowledge forms and traditions (inc luding those of local actors) while it also links theoretical frameworks with applied and policy-relevant knowledge and action.

The programme will be run by two world-renown scholars in the fields of cultural heritage theory and cultural Asian history, respectively : Prof. Michael Herzfeld (Harvard University) and Prof. Nira Wickramasinghe (Leiden University).

[Bourse ] ACM Research Fellowship Grant | Buddhist Art

The Asian Civilisations Museum (ACM) in Singapore invites scholars specialising in Buddhist art, Avalokiteshvara or visual culture to apply for a 12-month research fellowship. The award period for the 2011-12 fellowships will commence from April 2011 through March 2012. The applications will be screened by a committee of eminent scholars and will be administered by the Research and Publication Unit (RPU) of ACM.

Background

The research fellowships were first offered in 2009. They are planned to generate in-depth study, documentation and thought leading publications on specialised aspects of Asian cultures. This is in line with the aim of the ACM to be a centre of research in Asian cultures and arts. Since its opening at the Empress Place in 2003, the ACM has established a reputation in the international museum arena for its excellent gallery displays and exhibitions. The ACM is undertaking to develop its research potential in the field of Asian archaeology, art history and material culture, so as to become the regional hub synonymous with excellent research projects and publications in the field.

[Article] Myanmar makes archaeological research to prove origin of Myanmar.

YANGON, July 7 (Xinhua) -- Myanmar archaeological experts have been making research in cooperation with international primate experts to prove the proposal -- "The origin of Myanmar is Myanmar ".
These experts have been working together yearly to find out the fossilized remains of Pontaung primates in Pontaung rock layers.
The findings of the primates on the Stone Age, the Bronze Age and the Iron Age, gained from the archaeological research in Meiktila and Yamethin districts in Mandalay division over the past decade, stood some evidences for the Bronze Age and the Iron Age as well as for the Myanmar culture and history, according to research report.
Over the weekend, Myanmar's Ministry of Culture organized a paper reading session on archaeological evidences in Nay Pyi Taw with the belief that the findings through the archaeological research add to the Myanmar history.
The research paper reading session involved resources persons from Myanmar Historical Mission, National Culture and Fine Arts Universities in Yangon and Mandalay, Archaeology, National Museum and Library Department as well as a foreign academician.

(Senior) Research Fellowships, One-Year Visiting (Senior) Research Fellowships and Postdoctoral Fellowships

Applications are invited for (Senior) Research Fellowships, One-Year Visiting (Senior) Research Fellowships and Postdoctoral Fellowships at the Asia Research Institute (ARI) for commencement between April 2011 and September 2011.
The positions are intended for outstanding active researchers from around the world, to work on an important piece of research in the social sciences and humanities. Interdisciplinary interests are encouraged.  Up to three months of a 12-month fellowship may be spent conducting fieldwork in the Asian region.
A majority of the positions will be allocated to the more specific areas listed below.  However some will be reserved for outstanding projects in any area outside of those listed.  Applicants should mention which category they are applying to or if none, indicate “open category”.  Applications which link more than one field are also welcome.
Closing date for applications is 30 September 2010.

TERMS AND CONDITIONS
(Senior) Research Fellowships
   1. The appointment will be tenable for a period of two years at the first instance, with the possibility of extension for another term of two years (ie. up to a total of a four-year term). Interested applicants should have at least a PhD with a few years of postdoctoral research experience.
   2. The fellowship comes with a competitive remuneration and benefits package depending on seniority.

Postdoctoral Fellowships
   1. Contract is tenable for a period of one year in the first instance with a possibility of extension to two years.
   2. An all-inclusive and fixed monthly salary will be provided.
   3. Support for research and fieldwork, and conference attendance (on application and subject to approval).
   4. Candidates must have fulfilled all requirements of the PhD within the last 2 years. If you are a PhD candidate at the point of application, you may also apply provided that you are confirmed for graduation between April to September 2011. A letter from your university will be required to confirm your graduation before your proposed start date.

[Article] Ne pas remplacer 1 départ sur 2 au CNRS, à Pôle emploi, au Louvre ?

Le CNRS, Pôle emploi, ou encore le musée du Louvre doivent se voir appliquer la règle du non remplacement d’un départ sur deux à la retraite, a plaidé, mardi 6 juillet, Gilles Carrez, le rapporteur (UMP) du budget à l’Assemblée nationale.
La “règle” d’un départ sur deux non remplacé est aujourd’hui appliquée à l’Etat.
Elle doit se poursuivre sur les trois prochaines années (soit - 100 000 postes) dans le cadre du plan de réduction du déficit public.
Les opérateurs de l’Etat (ils sont 655 au total) vont quant à eux devoir réduire leurs effectifs de 1,5 % chaque année, selon le document gouvernemental distribué aux députés, mardi, à l’occasion du débat d’orientation budgétaire. “Soit un effort comparable à celui de l’État”, a souligné le gouvernement.
M. Carrez veut quant à lui faire la différence entre les opérateurs “dont les dépenses d’intervention sont importantes” et ceux “dont l’essentiel des dépenses vient en fait de la masse salariale”.
Dans la première catégorie, il classe “l’Agence nationale pour la recherche, l’Agence pour le financement des infrastructures de transport de France ou encore l’Agence de l’environnement et de la maîtrise de l’énergie”. Dans la seconde catégorie il fait figurer “le CNRS, Pôle emploi, ou bien encore, dans le domaine de la culture, le musée du Louvre”.
“Il me semble que ces [derniers] opérateurs, du point de vue de la gestion des personnels, doivent être logés à la même enseigne que l’État et qu’il ne serait pas normal qu’ils échappent du point de vue de la politique des ressources humaines aux contraintes que s’est aujourd’hui fixées l’État”, estime M. Carrez.

[Bourse] 2 Bourses de terrain Asie du Sud-est.

Année 2011-2012
L'Institut de Recherche sur l’Asie du Sud-Est Contemporaine à Bangkok (Irasec) offre deux bourses doctorales d’aide à la recherche sur le terrain (en Asie du Sud-Est) en sciences politiques, sociologie, histoire (contemporaine), anthropologie ou relations internationales à compter du 1er  octobre 2010. Ces bourses sont attribuées pour une durée de 6 mois non renouvelable.
La bourse de l’IRASEC comprend une allocation forfaitaire annuelle de 6 000 euros : bourse de 830 euros / mois + un billet d’avion Paris - Asie du Sud-Est à hauteur de 1 000 euros.

Cette bourse est ouverte à des doctorant(e)s, âgé(e)s de moins de 35 ans, de nationalité française et inscrit(es) dans une école doctorale en France dans une des disciplines suivantes : sciences politiques, anthropologie-ethnologie, sciences économiques, géographie, histoire (contemporaine) , sociologie,
relations internationales.
Le projet de recherche proposé par le/la doctorant(e) doit nécessairement s’inscrire dans la thématique d’un des axes de recherche suivants de l’IRASEC : « Évolutions politiques et économiques des États d’Asie du Sud-Est » « Recomposition de l’islam contemporain », « Sociétés d’Asie du Sud-Est, interrelations et recompositions identitaires ou « Dynamiques régionales en Asie du Sud-Est et relations internationales ».
Le/la doctorant(e) conduira son projet de recherche personnel avec l’appui scientifique et logistique du Centre. En contrepartie, le travail sur le terrain du candidat devra déboucher sur la publication d’un Carnet de l’Irasec (individuel ou collectif).
La pratique courante de l'anglais, écrit et oral, est indispensable, et celle d’une langue asiatique sera appréciée. Une bonne maîtrise des outils informatiques de base est également requise.

[Article] Plagiat : la copie pointée à l'université.

L'université a décidé de s'attaquer sérieusement au plagiat. Devant l'ampleur des données disponibles sur Internet, les étudiants ont pris l'habitude de "copier-coller" d'une main de maître. Thèses, mémoires, rapports... nombre de documents sont concernés par ce pillage du droit d'auteur. "Il faut sensibiliser tous les citoyens au fait qu'Internet n'est pas un champ libre de droit", alerte Hélène Maurel-Indart, professeure de littérature à l'université de Tours et auteure de Plagiat, les coulisses de l'écriture. La mise en garde ne s'adresse pas qu'aux universitaires, mais à toute personne amenée à rédiger des documents, y compris au ministre de l'éducation, Luc Chatel, dont Rue 89 avait relevé le plagiat de l'encyclopédie collaborative Wikibéral.
Mais pour Hélène Maurel-Indart, si le plagiat prend de l'ampleur, ce n'est pas seulement à cause d'Internet. "Bien sûr, avec les ordinateurs, il y a la banalisation du geste copier-coller." Un clic suffit, plus besoin de recopier manuellement des pages d'ouvrage. "Mais il y a également l'augmentation du nombre d'entrées en master, avec des étudiants qui ne sont pas toujours capables de valoriser leurs informations." A en croire l'enseignante, cette pratique serait particulièrement répandue dans le monde de l'édition. Livres écrits de plus en plus rapidement pour être en lien avec l'actualité, signatures qui ne sont pas toujours celles des véritables auteurs... Une confusion des sources qui, d'après elle, contribue au plagiat.

Pour soutenir les investissements d’avenir



Valérie Pécresse, ministre de l’ESR, nous invite ce jour-là à 14h30 à la Sorbonne pour "présenter les premiers appels à projets des investissements d’avenir , la méthodologie pour y répondre, et les éléments de calendrier" (voir sur le site du ministère).Valérie Pécresse sait que la recherche ne peut être faite que par des êtres humains, elle ne saurait nous proposer des projets et des investissements d’avenir inhumains. On a tout lieu d’espérer qu’elle va annoncer des investissements humains , peut-être la création de centaines de postes de chercheurs et d’ingénieurs.
Voilà une bonne façon de prendre à bras le corps le problème de la crise, de parier sur l’avenir en investissant de la meilleure des façons !
Pour fêter cela avec tous ceux qui estiment que les investissements dans les services publics sont une solution d’avenir, nous vous invitons à un apéro géant place de la Sorbonne.

La mousson est un phénomène climatique cyclique parfois spectaculaire, elle a impact sur l’ensemble du climat de la Terre et elle influence l’activité sociale et économique de la moitié de la population mondiale. En été, elle provoque des vents qui soufflent de la mer vers la terre et sont responsables de violents orages et de pluies diluviennes sur une grande partie de l’Asie tandis qu’en hiver la direction des vents s’inverse entrainant une diminution des pluies et parfois la sécheresse.
L’histoire de l’humanité a été profondément marquée par les variations de la mousson. On leur attribue même l’extinction de deux civilisations, la dynastie Tang en Chine et la fin de la période Maya classique en Amérique Centrale. Malgré cette grande influence, la mousson reste encore mystérieuse dans bien des aspects et particulièrement sur son évolution dans le passé car il existe très peu de données à son sujet.
Quelques progrès ont quand même eu lieu récemment. En étudiant la structure d’une stalagmite et les sédiments d’un lac chinois, les paléontologues ont pu retracer les grandes variations de la mousson sur plusieurs siècles et même millénaires. Mais ces données restent parcellaires et sont surtout très locales, selon le lieu d’origine du matériel examiné. Dans Science, cette semaine, des chercheurs du NOAA (National Oceanic and Atmosphere Administration) présentent maintenant une séquence de la variabilité de la mousson en Asie remontant sur 700 ans. Pour ce faire, les scientifiques sont allés « lire » dans les cernes des arbres l’évolution du climat. Mais cette fois ils n’ont pas opéré que dans une zone mais ont examiné des végétaux répartis dans plus de 300 lieux différents. Cette étude approfondie (la Monsoon Asia Drought Atlas ou MADA) peut, selon ses auteurs, être comparée aux autres relevés climatiques pour mieux comprendre la variabilité de la mousson dans le passé et le futur.

Leur reconstruction couvre trois événements climatiques clés du dernier millénaire : la dernière partie de l'Anomalie climatique médiévale, le Petit âge glaciaire et la période contemporaine de changement climatique dû à l'homme. La MADA retrace aussi plusieurs années où la mousson asiatique a fait défaut, ce qui nous informe sur les méga-sécheresses qui ont affecté les populations humaines. MADA révèle « l'empreinte » de la mousson asiatique sur la Terre depuis l'an 1300 et pourrait servir à l'avenir à améliorer la modélisation climatique sur une bonne partie de la planète.

Introduction
The Third International Conference on International Studies 2010 (ICIS 2010) will focus on the prospect of the 21st century being an ‘Asian century’. Examining the dynamics and implications of this new Asian century requires special consideration of demographic trends, the rise of the middle class, economic growth forecasts, and the growing power of China, India, Korea, Japan, Indonesia and the ASEAN zone. Key questions will be investigated, including whether the rise of Asian powers will bring more prosperity and reduce conflicts in the future, or whether it will emulate the patterns of previous centuries (consider Pax Britannica in the 19th Century and Pax Americana in 20th Century).

Conference abstract
A multitude of voices for a New Deal for Asia, including those from the Malaysian shore, have been gaining momentum since the 1990’s. These came with massive shifts in international political economy (IPE) – shifts propelled by the ending of a century and the beginning of a new century – that are accelerating and now assume major global dimensions. Such shifts promise to usher in change, creating opportunities as well as dangers of regression. The end of the Cold War and collapse of Soviet-style Communism paved the way for the opening of a New China and Central Asia, along with Eastern and Central Europe. From a security perspective we have entered an era of ‘new wars’ that encompass resource wars, ethnic conflicts and cyber wars. From an IPE perspective national interest and new forms of mercantilism are threatening regional integration in Asia as norms of non-interference are used to insulate authoritarian regimes from external pressure and reform. Debt-driven PetroDollar hegemony is crumbling, shattering international financial infrastructure and worsening global inequalities, pushing for a world multiple currency setup and the return of a usury (riba) free gold exchange economy. Tied to this massive undercurrent of shifts and turns are two other realizations: the dominant nation-state format has a prohibitive impact upon international labour mobility, leading to rampant and violent human smuggling (particularly into developed economies); and the need for major reconstruction of international organizations and institutions. It is the task of this conference to examine root-causes and catalysts, to measure and compare their dynamics and implications, and to prepare a fresh blueprint to usher in this New Asian Century.

[Article] China Ready To Assist Malaysia In Studying Lembah Bujang Archaeological Site.

PAMPANGA (The Philippines), March 26 (Bernama) -- China is prepared to assist Malaysia in studying the history of the Lembah Bujang archaeological site in Kedah, which is believed to be among the earliest human civilisation sites in Malaysia.
Information Communication and Culture Minister Datuk Seri Dr Rais Yatim said China had also indicated interest in training Malaysia's human resources in the field of cultural industry.
"I will follow this up with the Chinese Embassy in Kuala Lumpur so that the project can take off as soon as possible.
"We will invite universities in China to have a look at the Lembah Bujang site and carry out research as well as providing the necessary technical assistance," he said.
He was speaking to Bernama and Radio Television Malaysia (RTM) journalists here after attending the final session of the 4th Asean Ministers of Culture and Arts (AMCA) meeting and the AMCA+3 (China, Japan and South Korea) meeting on Friday.
Rais said Malaysia welcomed such assistance as China had vast experience in the field of archaeology and cultural industry.
In this regard, he said, Malaysia would take part in the Beijing arts festival this year to further strengthen cooperation in the field of cultural industry.
Rais also said that Asean members and the plus three dialogue partners, China, Japan and South Korea, welcomed proposals by Malaysia including on enhancing training and interaction among member countries.
This, he said, was to ensure that countries requiring technical assistance from the plus three partners were able to benefit from such initiatives.
"In specific terms, the three countries, which have vast experience in the field of archaeology, can provide assistance in studying archaeological sites and I have asked Asean partners and the dialogue partners to assist Malaysia with regard to the discovery of early civilisation in Lembah Bujang," he said.
Rais said the meeting also affirmed its commitment and had included a point in the AMCA communique with regard to the proposal by Malaysia for Asean to come up with projects for implementation and not merely discuss policy matters.
He said Malaysia also suggested that programmes to introduce Asean members through cultural events be held for common benefits.
Malaysia also suggested that Asean countries take turns to host programmes such as the Best of Asean Performing Arts programme hosted by Jakarta annually.
On the proposal to eliminate tariff on the sale of books among Asean members, Rais said the meeting here did not discuss the matter.
The issue, however, might be discuss at the bilateral level, particularly between Malaysia and Indonesia, which had a combined population of nearly 300 million using similar language, he said.
Singapore will host the next AMCA in 2012.-- BERNAMA

Submission guidelines:
1.    Abstracts for paper and poster presentations are all welcome. Paper presentations are expected to give an oral presentation in 20 minutes with an extra 10 minutes for discussions. Poster presentation will be given a space (80cm x 120cm) during the conference days. They are all considered official presentations. The prospective presenters should choose either mode of presentation depending on the most effective and informative way of communicating the scientific content of their research.
2.    The abstract must be limited to one page, with font size 12p, margins 1” (top and bottom) and 1.25” (left and right), line spacing 1.5.
3.    Please add an additional information page prior to the abstract page. The information should include a) title of the paper, b) author(s), c) affiliation, d) position, e) mailing address, f) phone number, and g) e-mail.
4.    The abstract must be saved as Word and PDF formats, and email to the following address: cvsncku@gmail.com. Please add author’s name with the phrase “abstract for conference on Vietnamese and Taiwanese studies” to the title of email.
5.    The conference organizers will send out the acceptance letter by the deadline of notification. For the accepted presenters, please write your paper with the conference designated format and submit your full paper (electronic files in both DOC and PDF formats; an extra hardcopy is requested if special fonts are adopted) to conference organizers by the deadline mentioned above.
6.    The official languages of the conference include Taiwanese, Chinese, Vietnamese and English. Other languages may be used as long as no body is opposed to them. Presenters are kindly requested to provide extra translated version in any of the official languages, if their paper is written in the language other than official languages.
7.     Limited honorarium and travel grants may be provided to the paper presenters upon the funding raising results. However, honorarium might be dismissed if the paper is not submitted by appropriate deadline and not written in the designated format.
