[Call for Papers] 2011 Conference on Decentralization and Democratization in Southeast Asia.

In 2011, the Freiburg Southeast Asia Study Group will organize an international conference on decentralization and democratization in Southeast Asia with a special section on 10 years of decentralization in Indonesia.

The conference will take place from June 15-17, 2011 in Freiburg, Germany.

The post-Cold War period has witnessed major shifts in the quest for more democratic and more decentralized governance structures in Southeast Asia.
With its „big bang" decentralization program launched in 1991, the Philippines spearheaded these changes. A decade later, in 2001, Indonesia embarked upon an even more ambitious decentralization and democratization process and has now become one of the biggest democracies in the world. Also Vietnam is undergoing a decentralization process since the late 1990s, albeit more incrementally than Indonesia and the Philippines.

Yet, democratization and concomitant governance reforms in the region are fragile as the 2006 coup and recent political unrest in Thailand suggest.
Decentralization reforms have to contend with the resistance of major veto players ranging from the central bureaucracy to the military and entrenched local elites. This resistance is intertwined with cultural (re)constructions, identity politics and popular representations. The outcome of this renegotiation of governance structures, economic patterns and cultural identifications is by no means clear. It often leads to unexpected results which are not always in conformity with the objectives of the reformers. This conference is devoted to the scholarly analysis of these changes and a debate about the developments ahead.

A special section of the conference is devoted to commemorate and analyze 10 years of decentralization in Indonesia. After a decade of decentralization, it is time to evaluate and to assess decentralization's achievements and shortcomings within economy and political processes as well as for social and cultural discourses.

The conference pursues an interdisciplinary approach and intends to bring together scholars from economics, political science, public administration, anthropology, history, and related disciplines. It is organized by the
Freiburg Southeast Asian Study Group at the University of Freiburg (www.southeastasianstudies.uni-freiburg.de).

Il est depuis 2008 affecté au CNRS à Pékin. Il a notamment dirigé le projet Supplice chinois / Chinese Torture : Approche historique, littéraire et iconographique d’une représentation exotique, site Internet de recherche, entre 2003 et 2006.

Né en 1973, agrégé d’histoire, ancien élève de l’École Normale Supérieure de Cachan, Xavier Paulès est historien.
Il a soutenu en 2005, à l’Université Lyon 2, sa thèse L’opium à Canton 1912-1937. Essais de mainmise politique et pratiques sociales, récompensée par deux prix et publiée aux éditions de l’EHESS. Après un post-doctorat à l'Université de Tokyo, il a occupé des postes d'Attaché temporaire d’Enseignement et de Recherche (ATER) dans les Universités Paris VII, Paris XIII, et à l'Université du Littoral Côte d'Opale. Il a été élu maître de conférences à l'École des Hautes Études en Sciences Sociales en 2010.
Xavier Paulès a publié de nombreux articles consacrés à l'opium en Chine. Son premier livre, tiré de sa thèse, sortira aux éditions de l'EHESS en 2010, sous le titre Une drogue en sursis. L’opium à Canton, 1906-1936.
Il a étendu ces dernières années le domaine de ses recherches aux jeux de hasard en Chine à l'époque moderne (loteries, combats de criquets, d’oiseaux, jeux de dés, mah-jong ou poker).

Historien spécialiste de la Chine, Yves Chevrier est directeur d’études à l’École des Hautes Études en Sciences Sociales. Il est également chercheur au CNRS et enseignant à l’INALCO.
Ses travaux ont été consacrés principalement à l'histoire de la construction du politique en Chine au XXe siècle. Il a tout particulièrement exploré le répertoire des idées politiques et les trajectoires de la politisation de la société chinoise dans la première moitié du siècle, mais aussi l'itinéraire des réformes post-maoïstes et les relations entre un contexte historique « local » (l’espace chinois) et la mondialisation du monde à l’horizon du XXe siècle.

Pour sa cinquième saison, l’Université populaire, sous la direction de Catherine Clément, approfondira la mémoire des autres et le regard sur l'autre.
L’histoire de la colonisation, commencée dès septembre 2006, explore de nouveaux archétypes coloniaux dont les représentations nourrissent encore aujourd’hui notre imaginaire. Le cycle suivant concernera toutes les grandes figures de la décolonisation, à partir de Toussaint Louverture.
Les expériences biographiques illustres continuent avec les Grands Témoins, plus nombreux cette année à venir d’Asie et d’Afrique.
Enfin, un nouveau cycle, dont le titre est Décalages : les Autres et nous, propose de décrypter les cadres de la vie quotidienne en fonction de la vision de l'Occident, confrontée aux points de vue des autres continents.
Plus d’une trentaine de conférences en accès libre, pour découvrir, décrypter et analyser des parcours, des histoires et des questions philosophiques universelles.

The Royal Asiatic Society is inviting the public to participate in a symposium at the Mahaweli Centre, Colombo 07 on July 17 on the negative impact on Sri Lanka by promoting the Ramayana legend for tourism purposes.
Leading academics, scholars and intellectuals will be among the speakers. They include Professor Tissa Kariyawasam (Ramayana in Sinhalese literature), Prof, Oliver Abeynaike (Indian Tourist Authorities’ “Buddhist Circuit” but no Indian “Ramayana Circuit”), Dr. Hema Goonatilake (Marketing Thailand for a mythical Ramayana instead of historical Buddhist sites), Dr. Nihal Perera (The factual pre-history of Sri Lanka), Dr. Malini Dias (Distortions of archaeological evidence) former Ambassador Bandu de Silva (Foreign policy implications of the "Ramayana Trail") and the Venerable Hegoda Vipassi (My travails in refuting the Ramayana Trail).
Presentations will be delivered both in English and Sinhala.
The irony of this whole issue is that Sri Lanka which is historically recognized as the most important seat of Theravada Buddhism is promoting a Hindu fiction while India - the birth place of the Ramayana legend is popularizing the Buddhist circuit instead of Ramayana which is not supported by any historical or scientific evidence, according to the Archaeological Survey of India (ASI) which earlier filed an affidavit in the Indian Supreme Court to that effect. [Conference] Indonesia: what role as a contemporary global actor?

President Susilo Bambang Yudhoyono was returned for a second five-year term of office in 2009, becoming the country's first leader democratically re-elected and giving Indonesia a welcome dose of continuity. Will this enable Indonesia to play a more significant role in global issues?

The conference aimed:
    - to take stock of recent political and economic developments in Indonesia;
    - to examine Indonesia's potential as a growing 21st century global actor, and what needs to be done to strengthen Indonesia's governance, economy and social development to enable it to address contemporary challenges domestically and internationally;
    - to map out how Indonesia can further develop its contribution towards effecting change internationally through the United Nations, G20 and regional architecture.

Among those taking part in the conference were the State Minister for National Development Planning (BAPPENAS), Professor Armida Alisyahbana, Governor of Papua province Barnabus Suebu, Heru Prasaetyo, Deputy Head of the Presidential Unit for the Management of Programs, John Prasetio, Vice Chairman of the Indonesia Chamber of Commerce and Industry (KADIN), Dr Rizal Sukma, Executive Director of the Jakarta Centre for Strategic and International Studies, Professor Anies Baswedan, President of Paramadina University and Yuli Ismartono, Executive Editor of Tempo. Among key issues arising in discussion were:
    - Indonesia would like to be recognised as a place where democracy and Islam co-exist, but not as a Muslim democracy;
    - Indonesia's parliamentarians tend to adopt a protectionist stance towards free trade and economic reform, and the government needs to take a leadership role in countering such views;
    - while there are ideological differences between political parties, parties do not have political manifestos spelling out policies; there is a need for the parliament to become more transparent, with voting clearly recorded, and accountable to local constituents;
    - despite radical decentralisation, seen by some as 'over-decentralisation', achievements in local government are attributable to inspired leadership rather than systemic change; there is a serious need for reform of the civil service;
    - There needs to be much greater coordination in Indonesia's foreign policy, and on the domestic front the government needs to see policy through consistently, with better executive coordination and accountability;
    - Indonesia should perhaps concentrate on two or three items on the global agenda where its involvement could make a notable impact, rather than spread its interest across a broad range of challenging issues; it could focus its activity in its immediate region although going global is felt by some to be the only option;
    - ASEAN appears logjammed, and Indonesia should assert leadership while recognising the likely absence of support from some members of the grouping for Indonesia's proposals; efforts should be made to revive EU-ASEAN cooperation;
    - While the international community has high expectations of Indonesia's role in global issues, some question whether Indonesia should not concentrate on tackling domestic challenges, such as sustaining and improving economic growth and competitiveness, and tackling poverty, rather than looking to assume a significant role internationally; there is a need to bridge the gap between capability and expectation.

Langue de communication : L'anglais sera la langue principale de communication. Toutefois, le comité national d'organisation dispose des bénévoles arabophones et francophones pour aider les participants à communiquer en arabe ou en français en cas de difficulté.

Introduction : L'an 2010 a été déclaré par l'ONU comme Année de la biodiversité. La diversité est largement reconnue comme une condition fondamentale pour la survie de la planète. Mais cette diversité a souffert d’un appauvrissement, comme indiqué entre autres par la disparition continue des rares espèces, langues et civilisations. L'Afrique et l'Asie comme sources et réserves de la diversité les plus importantes sur la planète doivent théoriquement pouvoir jouer un rôle important dans la direction de la mondialisation vers un monde durable. Comment est-ce possible ? Voilà la question fondamentale des séminaires.

Participants : Les présentateurs de communication sont sélectionnés à partir d'une proposition de communication sous forme d'un abstract de 300 mots en anglais et d'un CV succinct en anglais à envoyer au secretariat@bandungspirit.org au plus tard le 31 juillet 2010. Le résultat de sélection sera communiqué aux candidats à partir de 6 septembre 2010.

Évènement convergent : Une conférence internationale sur « La sagesse locale inspirant les solutions globales » aura lieu dans la même université du 20 au 23 octobre 2010. Ainsi, les participants pourraient profiter des deux colloques internationaux pour un seul déplacement.

Le point de vue de la Chine est ici légitime.
Les premières mentions à caractère historique que nous avons sur la contrée bouddhique située au nord-ouest de l’Inde, sont celles de ses annales, notamment dans ces relations de pèlerinages de moines bouddhistes chinois aux sources de la Doctrine du Buddha, dans l’Inde même, sur le cours moyen du Gange.
Ces relations, cependant, remontant au Ve siècle, apparaissent bien tardives en regard des influences tangibles du Gandhâra sur le “premier art bouddhique” en Chine, tels que les conservent les sanctuaires rupestres présents sur le grand arc septentrional de l’Empire du Milieu, depuis ses provinces de l’Asie centrale jusqu’à son orient le plus lointain.
On envisagera dans cette communication cette prime influence sur l’avènement d’un phénomène religieux majeur qui intéressa pendant près de mille ans l’histoire de la Haute Asie.

Colonial Resistance as Seen by Vietnamese Graphic Artists from the 1950s

This talk will discuss a collection of recently uncovered and previously unpublished political comic strips depicting the Vietnamese resistance to French colonial rule. The strip was created by three artists: Pham Thong, Mai Van Nam and Ton Duc Luong, all former students of the Ecole des Beaux-Arts d’Indochine in Hanoi. The drawings offer not only vivid eye witness accounts of historic events but also illustrate the extent of artists’ engagements in political issues of the day. The comic book is a relatively underdeveloped art and literary genre in Vietnam, and the discovery of this series proves the need for further research in, and preservation of, valuable iconographic archives both in Vietnam and abroad.

Panic and mourning are two distinct emotional constructs that often intersect and interplay in landscapes of conflict, violence, crisis, tragedy and catastrophe, both natural and man-made. Whereas panic tends to occur during the experience of the catastrophic events, mourning, on the other hand, relates to the aftermath of a violent disruption and to the way humans try to make sense of it retrospectively. Conversely, violent events can also leave a thread of panic in its aftermath, such as mourning can be disturbed or reinstated by a catastrophic occurrence.
This inter-disciplinary conference seeks to address questions at the interface of panic and mourning, both individually and jointly. We are particularly interested in investigating representations and performances of modalities and contexts of panic (fear, horror, terror, rage, anxiety, shock, threat) and mourning (pain, grief, loss, trauma, memory, melancholy, nostalgia, healing) in media, literary and cultural frameworks.
This conference wishes to bring together doctoral students, Post-doc andjunior researchers from different areas and disciplines to share research interests and works-in-progress, learn and engage in fresh intellectual discussion with international key academics and build a community of young scholars.

Papers are welcome on the topics listed below, amongst others:
- The cultural construction of panic and mourning
- Representations of panic and mourning in literature and the arts
- Mediation and the mediatization of panic and mourning
- Panic and mourning as spectacle
- Tropes of panic and mourning between victimhood and agency
- Public and private rituals of panic and mourning
- Gendered discourses of panic and mourning
- The work of law in practices of mourning
- Transgenerational mourning and the heritage of collective loss
- Dimensions of panic: moral panic, technopanic, hyperpanic, media panic, voluptuous panic, global panic
- Power, governamentality, and the regulation of emotions

The conference language is English
Speakers should be prepared for a 15-minute presentation followed by questions.
Please send a 250-word abstract, as well as a brief biographical note (100 words) to panicandmourning@gmail.com by June 30, 2010. Proposals should list paper title, name, institutional affiliation, and contact details.

Successful applicants will be notified by July 15, 2010.
We acknowledge receipt and answer to all paper proposals submitted. If you do not receive a reply from us in a week you should assume we did not receive your proposal. We suggest then to resend it.

Be part of the second Southeast Asia update in the Netherlands, extend your horizon and get briefed on current research on Southeast Asia.

The Southeast Asia Update is the occasion to:

 - obtain the latest news on recent research and ongoing debates related to

Southeast Asia;

- present recent findings, your research project or newly published books and

special issues;

- listen to other researchers who present current research projects, new

findings and hot debates;

- meet ³old² friends and find ³new² ones; and

- expand your network of Southeast Asian scholars in the Netherlands (and beyond).

There are quite a number of scholars in the Netherlands, both established academics as well as young researchers, who have the Southeast Asian region as their field of inquiry. This yields an interesting mix of Southeast Asian expertise.

Although this expertise, in varying degrees, is often shared among those who work on the same country, cross-disciplinary and cross-country comparisons hardly ever take place. The main purpose of the Southeast Asia Update is therefore to bring together, at least once a year, researchers on Southeast Asia in an attempt to look at the region from a comparative perspective.

We are now putting together the 2010 program. It will encompass short presentations of new and ongoing research, informative book launchings, poster presentations and plenty of time for discussion and get-togethers.

Do you have something ³new² to tell on Southeast Asia, either mainland and/or peninsular? Then you are more than welcome to present your work at the 2nd Southeast Asian Update in the Netherlands!

We explicitly ask young researchers and Ph.D. candidates to take part in the second Southeast Asia Update. Anyone with an interest in presenting recent  fieldwork results, awarded research projects, upcoming fieldwork, or a recently published book or special issue is asked to contact both Juliette Koning and Gerben Nooteboom by email (jbm.koning@fsw.vu.nl and g.nooteboom@uva.nl ).
