Dili/Brussels, 9 September 2010: Measures to resolve land disputes in Timor-Leste must go beyond a draft law on land titling if they are to comprehensively reduce the risks posed, otherwise the law could bring more problems than solutions.

Managing Land Conflict in Timor-Leste,* the latest briefing from the International Crisis Group, examines the country’s current tangle of land ownership claims, and recommends that the government and its partners act now to supplement titling with clear public information, clarify protections for those who will be evicted or resettled, and strengthen support to local mediation.

The need to balance land rights inherited from previous Portuguese and Indonesian colonial administrations with the reality of customary law, as well as the implications of a history of population displacements, have delayed the creation of a land administration system. Confusion over the present and future basis of property claims is widespread.

“Establishing legally enforceable property rights will inevitably create winners and losers,” says Cillian Nolan, Crisis Group South East Asia Analyst. “Unless the implications of this law are clearly understood, and protections developed for those who will be negatively affected, it risks being ignored or, even worse, becoming unenforceable”.

Panic and mourning are two distinct emotional constructs that often intersect and interplay in landscapes of conflict, violence, crisis, tragedy and catastrophe, both natural and man-made. Whereas panic tends to occur during the experience of the catastrophic events, mourning, on the other hand, relates to the aftermath of a violent disruption and to the way humans try to make sense of it retrospectively. Conversely, violent events can also leave a thread of panic in its aftermath, such as mourning can be disturbed or reinstated by a catastrophic occurrence.
This inter-disciplinary conference seeks to address questions at the interface of panic and mourning, both individually and jointly. We are particularly interested in investigating representations and performances of modalities and contexts of panic (fear, horror, terror, rage, anxiety, shock, threat) and mourning (pain, grief, loss, trauma, memory, melancholy, nostalgia, healing) in media, literary and cultural frameworks.
This conference wishes to bring together doctoral students, Post-doc andjunior researchers from different areas and disciplines to share research interests and works-in-progress, learn and engage in fresh intellectual discussion with international key academics and build a community of young scholars.

- Representations of panic and mourning in literature and the arts
- Mediation and the mediatization of panic and mourning
- Panic and mourning as spectacle
- Tropes of panic and mourning between victimhood and agency
- Public and private rituals of panic and mourning
- Gendered discourses of panic and mourning
- The work of law in practices of mourning
- Transgenerational mourning and the heritage of collective loss
- Dimensions of panic: moral panic, technopanic, hyperpanic, media panic, voluptuous panic, global panic
- Power, governamentality, and the regulation of emotions

The conference language is English
Speakers should be prepared for a 15-minute presentation followed by questions.
Please send a 250-word abstract, as well as a brief biographical note (100 words) to panicandmourning@gmail.com by June 30, 2010. Proposals should list paper title, name, institutional affiliation, and contact details.

In recognition of the half-millennium that has transpired since Afonso de Albuquerque's conquest of Melaka in 1511, the Institute of Southeast Asian Studies issues this call for papers for a three-day interdisciplinary international conference of about 25 scholars to explore the legacies and evolution of Portuguese and Luso-Asian peoples and communities in Southeast Asia (along the Goa-Melaka-Macau axis) over the past 500 years.  Contributors are encouraged to submit paper abstracts whose themes build on recent scholarship that is introducing fresh perspectives for characterizing and contextualizing Portuguese/Luso-Asian experiences and interactions in the region.  Papers that also attempt to demonstrate (a) long-term legacies and evolutionary processes, or (b) linkages between the Portuguese/Luso-Asians in Southeast Asia and the larger Portuguese world globally are especially welcome.  Possible themes for papers include:

- Societal accommodation and attendant outcomes;

- Collaboration, integration, adaptation, and networking;

- Continuities, discontinuities, and transformations (political, economic, social, cultural, religious, or scientific);

- Reciprocal cultural impacts and social hybridity;

- Interactions and conflicts;

- The dynamics and impact of both formal and informal Portuguese and Luso-Asian structures and communities.
